I've saved a copy of this swf game on my PC, and these are all the steps (in order) that it took me to complete the game.
I found that only the last step needed to be repeated.
All other steps were only done once:

In Bathtub:

Click left boob to max, then cunt. Meter to max both times.
Click bottle in corner of tub.
Click belly button. She squirts contents of bottle on stomach.
Click left hand - she rubs it in - Let meter go to max.
Click cunt - She uses bottle on herself. Do this untill Nanny hollers in.

(just below bottom of robe). Meter to max.
Click Wendy's crotch to max, then click robe's belt. Wendy opens robe.

Click nannys boob - nanny opens top.
Click nannys boob to max now.
Click nannys OTHER boob to max. (it doesn't matter what order)
Click Wendys cunt. Wendy masturbates. - meter to max.

Click wendys left boob untill nanny rubs it to max.
Click nannys right boob. Wendy fingers nipple. meter to max.

When meter maxes out, let go of mouse button and wait untill the repairman hollers in.
When repairman yells in:

Repairman Scene

Open robe.
Click Wendys cunt. Rub cunt to max.
Click & hold mouse on bottom of man's crotch area.
(Stay away from top of waistband of his shorts!)
Continue to rub his dick to max out meter.
Now click the top of his waistband & yank his shorts off.
Wendy will stroke his cock now, but the meter will not rise.
Click the back of her head - she blows him, and meter does not rise again. - The scene fades into them leaning against the sink's counter.
Click her neck on left side. He kisses it. meter to max.
Click her left boob & rub it to max.
Click her cunt. He will rub her cunt. meter to max.
Click his dick. She will rub his dick. meter to max.
Rub dick again to max, let go, grab dick again and she grabs his dick & inserts it inside of herself & rides him.
(She grabs his dick a total of 3 times. This is the only step that needs repeating).

I must however point out that you don't need to max out the meter in every step (if any). It's way easier to do it that way but you DON'T HAVE to do it.
I know... I'm nitpicking...
