I don't think this works on windows 10 because it won't install dx9.

I'm sorry you are having difficulty.
Do you have administrator rights to your computer?
Did you try both methods (doing an install of of the download from Microsoft as mentioned in the readme, and directly copying the dll file into the folder containing the game exe file)?

Has anybody else using Windows 10 been able to run the visual novel?

Yes, it works perfectly fine for me on Windows 10.

Yes, "403 - Forbidden" is returned as a response to the download request. No error message appears but apparently the following message is transmitted back: "The user hosting this content is out of bandwidth." - but it's not displayed for some reason.

@fleet:
Probably new and/or alternate mirrors are needed. If the GVZ links are still live then maybe you could re-add them as a stopgap solution?

Try downloading and then installing DirectX 9c from https://www.microsoft.com/en-us/download/confirmation.aspx?id=8109

It could be that you have a registry problem.

good game but a bit short and boring.
