There are other games with pictures (which are listed in the thread that's linked to in the post linked to above), but they are generally photos 'borrowed' from elsewhere (eg. Key 2 Eternity casts Alison Angel as Princess Dania, who is one of the PCs). There are a couple of games that have hand-drawn pictures as well.
Generally speaking, Meteor and School Dreams 3 are in a class of their own, both in terms of their size & complexity, and the number of pictures that they have.
RAGS games have pictures by default, but there are very few RAGS games that aren't TF or MC themed so that might limit your options depending on your tastes.
