It's because clothes are much more difficult to sculpt so they can deform the way we want them around the bodies or when you drop them somewhere. I think that the tons and tons of variables are so much that it makes the sculpting tremendously difficult, if not impossible. Imagine that you have to sculpt every movement your shirt can make on your everyday life.
There are Dynamic clothing but they have a defined and not changeable base form. In the case of RAastifan's last picture, the dynamic shirt would have that form where the collar goes to the left on her arm and you wouldn't be able to change it, to the right, or to even the sides, etc.
I believe the problem will be solved with coding and math, not sculpting. We're getting there. But nowadays it's very hard. to deal with clothes and hair. Those are, indeed, the uncanny valley in actual 3D.
