Here's my suggestion: in a limousine. And it should be unexpected by the protagonist. How about the changing room in a high-class boutique? Especially if the assistant catches them, but is convinced to join in?

The 1993 film 'Sliver' with Sharon Stone about a murder in a CCTV riddled skyscraper with a voyeuristic owner had some steamy sequences between the two of them with some hot foreplay in the building's gym as, with other people working out around them, he 'guides' her in close contact in the use of some of the equipment.

Building on a previous mention of a cruise ship, how about in the middle of a tour? Perhaps the characters are on singles (or couples) package tour in some exotic destination and just can't wait till they get back to the hotel. This would work with the trevi fountain idea, too. A museum, maybe? They get turned on by the nude artworks and sneak away to enact their own installation...
