Canada? I spent 3 nights in Montreal nearly 2 years ago. Other than signage it was hard to realise that French was the first language there. Sure we were greeted with "Bonjour" but immediately conversations dropped to English. The hospitality was marvellous, which brings me to the pleasure you've found here.
